Primitives construction: How to define a cylinder (Method 1)?

How does the BasePoint/Vector/Radius/Height method for constructing a cylinder work? (I understand how these quantities define a cylinder, my question is about how to use the Salome interface.)
What do the arrow buttons for BasePoint and Vector do? I am unable to enter anything into the BasePoint and Vector fields. If I leave the fields blank and simply click on 'OK', I get the message "Incorrect Input Data."
The second method seems to work fine.
I successfully installed Salome 3.2.6 under Suse Linux 10.1.
